Soon, an app will send you alerts on thunder, lightning

BENGALURU: Karnataka State Natural Disaster Monitoring Centre (KSNDMC) will soon develop a thunder-lightning censor enabled mobile application that will alert users about thunder or lightning one hour before it strikes.

Every year in Karnataka, 60 to 70 people die after being struck by lightning during the monsoon.
This year, more than 20 causualties have been reported across the state since May 4. Lightning deaths have been reported in Bagalkot, Ballari, Uttara Kannada, Gadag, Dharwad, Belagavi, Chitradurga, Mysuru and Vijayapura  districts. “One can’t avoid thunder or lightning,  but if we take steps, lives can be saved. KSNDMC will develop an app that sends alerts on thunder and lightning strikes in association with a private agency,” said Srinivas Reddy, KSNDMC director.

Reddy said that the project is funded completely by the state government and is expected to cost around `60 lakh. “With the help of thunder-lightning detectors, we will get the prediction data one hour to 45 minutes before lightening or thunder strikes. We are calling for tenders from agencies who makes censors and design the application,” he said.

State has asked Centre to delink Bengaluru from Malnad in the weather map to counter Tamil Nadu’s claims over Cauvery water during summer. Centre has reportedly agreed in principle but will it stop the water wars?

After repeated setbacks in its legal battle with Tamil Nadu on the Cauvery water-sharing issue, Karnataka has now decided to realign its meteorological zones and break the rain-rich Malnad region from the water-deprived areas such as Bengaluru and Mandya. It has written to the Centre to either club the Malnad region with the Coastal zone or have it as a separate meteorological zone.

The state currently has three meteorological zones—Coastal, North-Interior and South-Interior. Malnad falls in the South-Interior zone. If all goes as per plan, Karnataka may soon have four zones.

Being the largest consumer of Cauvery water, Bengaluru has been at the receiving end every time Tamil Nadu approaches the Supreme Court for water. Though Karnataka pleaded that the Cauvery catchment area received inadequate rainfall, Tamil Nadu succeeded in countering the argument with rainfall data from the entire South-Interior Karnataka. Unfortunately, Bengaluru and other southern districts such as Kolar, Mandya, Mysuru (that actually form the catchment of Cauvery) were clubbed with rain-heavy Malnad areas such as Hassan, Shivamogga and Chikkamgaluru, under the meteorological divisions.

While the Bengaluru and adjoining districts received less rainfall, the Malnad areas that never drain into the Cauvery received the highest rainfall. As the meteorological division clubbed all the districts, the rainfall loss in Cauvery catchment was covered by Malnad areas and using the same data, Tamil Nadu presented its argument before the Supreme Court. “If you look at the date from South-Interior Karnataka, the rainfall appeared to be above normal. But in reality, the Cauvery catchment districts were left high and dry,” said a senior official from the irrigation department.

This has made Karnataka write to the Centre, seeking a realignment of the meteorological division. Confirming the move, GS Srinivasa Reddy, Director, Karnataka State Natural Disaster Monitoring Centre (KSNDMC), told Bangalore Mirror that a few days ago, through the state government, they had written to the Centre on this issue.

“It is a well-known fact that the Malnad region receives the highest rainfall every year. But all these districts are clubbed together with other Bayaluseeme districts (Bengaluru, Tumakuru, Mandya, Mysuru, Chitradurga and Kolar) as South-Interior Karnataka. While the rainfall crosses more than 3,000 mm in Malnad area, the other districts in Bayaluseeme actually receive less than 500- 700 mm,” said Reddy, adding that just because a few districts nearby receive the highest rainfall, Tamil Nadu shouldn’t use it as an excuse to demand for more water.

Sources confirmed that the Centre has responded positively and is currently examining the proposal by the state government to rejig its meteorological zones. In fact, in 2016-17, even the Malnad areas received inadequate rain. Several taluks in the Malnad areas have been declared drought-stricken by the state government.

mercy of rain. The moderate 40mm
rainfall on Saturday night disrupted
power, flooded homes and uprooted
trees. While all this points to a deeper
malaise of lack of planning, the city's civic
administration won't admit it.

and over a hundred trees were uprooted
due to the gale. Not to mention the power
outage. “Tree branches falling during
heavy winds and rain is natural.Also, no
one designs drains for extreme flood
situations. When it rains, it will take some
time for the water to get cleared. Even if
the drains are desilted, they can take only so much flow because of their size.“ A
permanent solution to mitigate flooding, he said, is to remodel all stormwater drains for
an extreme flooding. “No city does this. It's too costly.“
Bengaluru is, in fact, spending huge money on stormwater drains. Only , the
Commissioner seems unaware.As many as 509 flood­prone areas have been identified
(up from 299) and Rs 300 crore is allotted to strengthen the drains. The Karnataka
State Natural Disaster Monitoring Centre, which runs an urban flood forecasting system
called Bengaluru Varuna Mitra, blamed “inadequate“ rain forecast. “There was a
moderate­tolight rain forecast for Saturday, which was 3.7 cm (37mm). But some parts
of the city received 12 cm (120mm). So, we could not forecast the flooding,“ KSNDMC
director GS Srinivas Reddy said.
The KSNDMC has requested the Indian Meteorology Department for a Doppler
weather radar for Bengaluru to move from forecast to nowcast. This is a technique for
short­range forecasting by mapping current weather and estimating speed and
direction. “IMD has promised to give us a radar,“ Reddy said.
Rain over the past week has caused power outages in several parts of the Bengaluru.

Most developed cities, he pointed out, run systems to quantify and identify drain outlets
in the event of heavy rainfall. “Preparedness is the key.“ Clearly, Bengaluru is far
behind.
The met department has issued a warning that Bengaluru Urban and ten districts will
see thunderstorm with gusty winds on Tuesday. Winds of 1520 kmph are predicted over
the next few days. “Wind speed of 25­30 kmph is enough to cause uprooting,“
KSNDMC director GS Srinivas Reddy added.
The bigger challenge, however, will be the monsoon, scheduled to arrive in June.
During the previous monsoon, the city received 438mm of rainfall and 213­mm rainfall
in July 2016 left parts of the city marooned.

Scattered rains forecast this weekend in Karnataka

BENGALURU: Before you step out for a weekend outing, check this out. The Indian Meteorological Department and the Karnataka State Natural Disaster Monitoring Centre (KSNDMC) have predicted scattered rains in the state for the next few days.

IMD Regional Director Sundar Metri said isolated or scattered rains are likely in the state during the weekend.

KSNDMC Director Srinivas Reddy said, “Rain will not be as heavy as Thursday. But there will be rainfall on Saturday and Sunday’’.

On Thursday, several parts of Bengaluru received heavy rains.

The current weather conditions favour early onset of monsoon, Reddy said. “The good rainfall being recorded now is an indication of early (onset) monsoon. We are expecting monsoon to hit Karnataka by May 29,” he said.

South interior Karnataka including Mysuru, Kodagu, Mandya, Bengaluru and Tumakuru received good rains in the last few days, taking the total rainfall during the calendar year till May 19 to 136.4 mm, which was 24 per cent more than the normal for the period.


However, rainfall during the summer has been 17 per cent less than the average in north interior Karntataka.

Coastal Karnataka received  83.6 mm rainfall during the period which was 7 per cent less than the normal. Pre-monsoon showers had been weak last year affecting sowing activities.

Bengaluru gets 102.5 mm rainfall, highest so far this year

BENGALURU: Bengaluru city received the highest rainfall for the year on Thursday. Nearly 10 trees were uprooted across the city due to the showers.
According to Karnataka State Natural Disaster Monitoring Centre (KSNDMC), Bengaluru on Thursday received pre-monsoon rainfall of 102.5mm. Some of the areas that received the highest rainfall were Kengeri (120mm), Tavarekere (118mm), Jakkur (90.5mm), Ramuhalli (60mm) and Alur (54.5mm).
BBMP officials said there were reports of trees falling in Nagarbhavi, Ullal, RR Nagar, ITI Layout, Chikkagollarahatti, City Civil court premises and Jayanagar among other places.
There was, however, no report of property damage.
Traffic was hit in many parts of the city such as Indiranagar, Domlur, Old Airport Road, Sarjapur Road, Kino Junction, Mysuru Road, Garudachar Palya, Mahadevapura, Yeshwantpur soap factory circle and Chord Road in Vijayanagar.
In many places of the Central Business District, people were found stuck in the rain with few buses. KSNDMC officials said Bengaluru is likely to receive moderate rainfall for the next 48 hours.

Better tools to prevent floods still not used in city

The flash floods of July 2016 that left parts of the city under water seem to have had little impact on civic agencies in terms of ensuring that mistakes are not repeated.

The poor identification of vulnerable low-lying areas was one of the many factors that led to the floods. However, few measures have been taken to correct this.

The Bruhat Bengaluru Mahanagara Palike (BBMP) is still working on fixing flood-prone zones based on outdated information — they are using maps that were proven to be outdated a year ago to identify vulnerable zones.

After the 2016 floods in the south-east of the city, the Karnataka State Natural Disaster Monitoring Centre (KSNDMC) was equipped with higher-resolution contour maps of the city to aid better identification of flood vulnerability. However, even eight months after they were given these maps, KSNDMC has not re-assessed the flood vulnerability of the city.

The BBMP would have been better equipped to draw up its plans with fresh data.

Flood-prone areas


The disaster-monitoring centre was working on a 10-metre contour map of the city, which meant that only areas with a gradient difference of 32 ft and more were seen on the map.

Based on this contour map, KSNDMC identified 178 flood-prone areas. But, the Bangalore Development Authority shared with KSNDMC a 2-metre contour map, which can identify a low-lying area even at a gradient difference of 6.5 ft, thereby providing more clarity on water flow and flood vulnerabilities. Based on this revised map, sources say, the number of flood-prone areas in the city, presently identified at 178, would double.

G.S. Srinivasa Reddy, director, KSNDMC, said that while the centre had started using 2-metre contour maps for rain measures, they were yet to run the flood-vulnerability model on the new maps. He added that the exercise would be taken up soon. However, with predictions of an early onset of the monsoon, there are fears that the city will be left vulnerable once more.

Best tool lying unused


V. Ravichandar, member, BBMP Restructuring Committee, said it was ironic that the best tools available were not yet put to use to prevent another flood in the city. “The city deserves better. Now, even if KSNDMC identifies the flood-prone areas using the 2-metre contour maps, it will be too late to take corrective measures before the monsoon,” he said.

K. Sidde Gowda, Chief Engineer, Storm Water Drains, BBMP, said that apart from 178 flood-prone areas, they have identified more vulnerable spots based on inputs from ground staff working with the civic body and traffic police, taking the total to 222. “We have taken several corrective measures at these spots. But after trying to fix them, we have discovered more such spots down stream of the water flow. We are trying to work on those now,” he said.

STATE TO GET ALERT TO LIGHTNING PROBLEM

Pre-monsoon showers have arrived in the state and with them come the thunderstorms and lightning. Lighting has already claimed around 30 lives in the past two months in the state. Bracing to such dangers, Bengaluru will get a unique Lightning Alert, an instrument that will intimate the weather-watchers of storms half-an-hour or forty minutes prior to its arrival. This is the brainchild of the Karnataka State Natural Disaster Monitoring Centre (KSNDMC), which will set the instrument up in 10 places in the state. “This instrument can prove crucial in saving human and animals’ lives, by giving people time to take cover,” said G S Srinivasa Reddy, director, KSNDMC. Reddy said the instrument will prevent a rise in the death toll this year. “The instrument doesn’t have to be installed separately. It can be attached to a weather reading device and will help intimate officials about the presence of heavy clouds,” Reddy said. KSNDMC is implementing this task with the help of foreign agencies. “We have had the initial round of talks on the initiative with Earth Networks. The government of Andhra Pradesh has already implemented this with the help of this company. The company has estimated that it would cost Rs 45 lakh a year to get the information about lightning in the state,” he said. Logistics of the instrument will be taken care of by the agency and transmission of the information will be the key responsibility of the KSNDMC. Reddy said, “The company will take care of the instrument and the reading. The readings must be communicated to the general public by us. Sending the information throughout the state and particularly the select location as quickly as possible is a challenge in front of us now. We are also thinking of developing an App for this purpose.” “The Earth Networks Company doesn’t have any centre in India so we will face issues if there are any lapses in information. So, we are looking for some other agency based in India which is working in the same sector.” This project is being solely funded by the KSNDMC too. This instrument can also give information on heavy rainfall, heavy winds and lightning-prone areas.

Heavy rain, gusty winds pummel Koramangala

BENGALURU: Several parts of the city were lashed by heavy rain and gusty winds - the Karnataka State Disaster Monitoring Centre (KSNDMC) recording winds raging at 18 to 20kmph at Begur and Lalbagh around 4pm.

Very high rainfall in localities of southeast Bengaluru such as Koramangala (68mm) and Mahadevapura (62mm) disrupted normal life. One of the arterial roads in Koramangala, 80 feet Road was cut off for approximately two-and-a-half hours, blocked by a tree that brought down an electric pole along with it. Power outage in the area only added to the residents' woes.

K Nagaraj, a resident of Koramangala 6th Block, said, "It's an unfortunate day. Bescom, and personnel from other corporations are working in different areas. The trouble is that we are not receiving any response on the Bescom helpline (1912). The residents were forced to contact executive engineers and other officials working at the spot. The process would have been far smoother if the helpline was functioning."

Nagaraj said that the areas near the Subramanya temple and Club Road had been affected badly.
