Drought upends lives in 2,150 Karnataka villages

Most of the borewells in Naringana, a village of about 6,500 people on the Karnataka-Kerala border, are producing dust.

Farming has ceased in Singara Maranahalli, a hamlet in Mysuru district, and many of its 2,000 residents now toil as labourers in nearby towns.

In Old Shedenur, Haveri district, the survival of households depends on the few pots of water they can find.

These are grim snapshots of the biting drought sweeping large tracts of Karnataka, leaving thousands of families struggling to cope. Over 2,150 villages across 26 districts are facing a severe drinking water shortage.

The onslaught of summer and slow relief measures by officials, caught up with election work, have worsened the pain in these parched pockets, which are witnessing an exodus as residents migrate to towns and cities in search of a new life. The situation could become direr in the next 15 days if premonsoon showers don’t arrive.

“The conditions are getting worse with each passing day. A new village reports a water shortage almost daily,” GS Srinivas Reddy, director of Karnataka State Natural Disaster Monitoring Centre (KSNDMC), told TOI. “In just 15 days, from April 9, 350 villages have been added to the list of problematic areas.”

The extent of water scarcity depends on the groundwater stock, according to Reddy. Thousands of borewells have dried up already and the water level of those still offering some respite to villagers is declining fast.

“Around 25 per cent of borewells (in the affected regions) have gone dry,” he said.

A study by KSNDMC has revealed that water level in 80% of wells across the state has fallen below the mean average of the past decade. Chitradurga, Tumakuru, Chikkaballapur, and Vijayapura are among the districts facing the worst drinking water shortages. “Around 500 villages in these four districts are badly hit, and residents are completely dependent on water tankers and private borewells,” an official with the revenue department said.

Private tanker and borewell operators are charging a hefty fee to fulfil a basic requirement. Supply from one water tanker costs Rs 500 in villages and Rs 600 in towns. But with borewells drying up, the operators might struggle to maintain a regular supply.

“There is no dearth of funds. All deputy commissioners have been given sufficient funds, but what will they do if water is not available?” Reddy said. The drought has blighted grazing grounds of cattle in many parts. To help farmers cope with the situation, the government has opened 120 fodder banks, most of them in the Hyderabad-Karnataka region, and 11 cattle camps.

More urgent efforts are needed to ease the distress. Already, tensions over sharing drinking water have led to fights in some villages.

In many places, help has not arrived as most of the officials have been busy with poll duty for the past month. Ministers could also not push works because of the model code of conduct. With polling ending in Karnataka, affected residents are hoping relief efforts will pick up pace.

BENGALURU: The Met department has some good advice for voters: Don’t forget to take along an umbrella and water bottle with your voter IDs as you queue up to vote on Tuesday, for it’s going to be a sultry and sizzling election day.

North Karnataka goes to polls in the second phase of the election in the state. Chikkodi, Belagavi, Bagalkot, Vijayapura, Gulbarga, Raichur, Bidar, Koppal, Ballari, Haveri, Dharwad, Uttara Kannada, Davanagere and Shimoga will choose their Lok Sabha MPs. Political parties had campaigned under an unforgiving sun through April.

According to Karnataka State Natural Disaster Management Centre (KSNDMC) director Srinivas Reddy, most of North Karnataka region, especially Hyderabad-Karnataka region, crossed 41 deg Celsius on Monday, and Tuesday’s temperature is expected to be almost the same. “The temperature is likely to climb higher between 12.30pm to 3pm, and people are requested to vote before 12.30pm or after 3pm,’’ Reddy said.

Ballari, Raichur and Kalaburagi have already crossed 40 deg C and are expected to be the hottest on Tuesday. On Monday, Kalaburagi recorded the highest maximum temperature of 41.6 deg C in the state, according to the Indian Meteorological Department (IMD), and the north interior of the state came under a dry spell of weather.

Reddy said there has been 2-3 deg C increase in temperature compared to the average temperature in a normal year in north interior Karnataka. This has been a trend for the past three to four years. “There is a lot more heat nowadays,” he added, adding that rain is unlikely to provide any relief in these parts of Karnataka in the next frew days.

Rain brings Bengaluru fresh deluge of woes

Power cuts, fallen trees, damaged property and flooded roads - Bengaluru is tired of the same problems repeating themselves year after year, every time it rains. Storm water drains need to be desilted, before they flood roads. This is made worse by the fact that garbage is thrown into SWDs.  Widespread encroachment of ecological zones and water bodies has drastically  changed the landscape, as has the indiscriminate felling of trees. Bengalureans consider themselves fortunate as no sooner does the summer get too hot to bear then the welcome April showers arrive nearly every year to make their lives easier. But when these showers begin to resemble the actual monsoon in their intensity the city is in for trouble as the last couple of days have demonstrated.

The roads begin to flood as storm water drains that are yet to be desilted, overflow and traffic begins to crawl, leading to chaos.  People of Kadugodi, Old Madras Road, Raja Rajeshwari Nagar, Byppana halli and other areas bore the brunt of the deluge over the last few days as they became waterlogged, making it hard for drivers to negotiate the roads.  “ We hear the same story every  year. Whenever it rains heavily, our area gets flooded and the politicians and the BBMP officials arrive to inspect it and pose for photographs. But they disappear afterwards,  only to return the next year, when the roads are once again flooded,” rued Ms Veena Kumari, a resident of Byappanahalli.

“What have they been doing all these years? If these officials cannot solve the problem, they should make way for those who can,” she demanded, echoing the sentiments of scores of Bengalurean, who are fed up with the way the city seems to buckle under every spell of heavy rain.

Pointing out that storm water drains are supposed to carry only rain water,  Mr Subramani, a resident of Raja Rajeshwari nagar, laments that many people dump their garbage into them, choking them in the process. “With no one around to monitor the drains , they are  filled with all kinds of rubbish, right from plastics to construction debris,” he noted with disgust.

Ask mayor Gangambike Mallikarjun about the poor state of affairs in the city, and she claims the BBMP is trying to handle the situation to the best of its ability. "During the tenures of mayors Padmavathi and Sampath Raj, the city received heavy rain and many people lost their  lives. But since then the BBMP has taken several steps to improve the situation. We are working towards it. While I don't say we have done all we can, we are on the job and need to speed things up,”  she said.

‘locals should be involved in planning infrastructure’

If the April showers have been heavy so far, what do the monsoons have in store for the city? Going by the weathermen of the Karnataka State Natural Disaster Monitoring Centre (KSNDMC), Bengaluru can look forward to a normal monsoon this year. While this may be comforting considering the city’s water requirements, a “normal” monsoon now also means uprooted trees, flooded roads and homes, and power cuts, raining misery on Bengalureans.   

While the clogged storm water drains are part of the problem, the indiscriminate cutting of trees has also impacted the city’s weather, lament environmentalists. With the government intent on building more flyovers , both of the steel kind and otherwise, the city is only losing more of its tree cover and gaining little of it as the authorities don’t bother to relocate the trees or plant more elsewhere to make up for their loss. 

Observed environmentalist, Askhay Heblikar sadly, “Government agencies  only chop the trees for their various projects but hardly plant any to compensate, when 10 times the number of trees felled should be planted. The trees to be felled must be surveyed and only after expert opinion is received can the felling be allowed.  Integrated ecological intervention and planning is the key to the future."

Mr Srinivas Alavalli, co-founder of Citizens for Bengaluru believes the solution lies in giving people more say in the planning of their city.  "Locals should be involved in planning their own infrastructure, whether it is for garbage, water, road or power,” he suggested, clearly hoping this will keep the authorities from ignoring ecological concerns when drawing up projects for the city.

BBMP expecting real-time updates on water level in SWDs (stormwater drains (SWDs)

KSNDMC to install telemetric flow gauges in 25 stretches of stormwater drains that have been identified as most prone to flooding
This monsoon, the civic body will get real-time updates on water levels in stormwater drains (SWDs) at most flood-prone spots. After the success of a pilot project, the Karnataka State Natural Disaster Monitoring Cell (KSNDMC) is all set to install telemetric flow gauges in 25 flood-prone SWDs across Bengaluru. Information from these gauges will help the Bruhat Bengaluru Mahanagara Palike (BBMP) act quickly to mitigate inundation.

Telemetric flow gauges are sensors installed along the retention walls of SWDs. They can monitor and send alerts on water flow level to a server every 15 minutes.

“After we analyse the topography of the area and the dimensions of the drain, we will fix a flood alert level. The device starts sending out messages as the water level approaches the flood level. These messages will be accessible through an app,” said Dr. G.S. Srinivasa Reddy, Director, KSNDMC. In times of heavy rain, they can be adjusted to send an alert every minute. As part of the pilot project, the disaster monitoring cell had installed seven flow gauges in SWDs connecting the Hulimavu lake system in 2018. The project was taken up after the floods of July 2016 when Hulimavu and Madiwala lakes overflowed.

Drain stretches are being categorised into red, orange and green zones based on their potential for overflowing and flooding. The KSNDMC and BBMP have identified 201 flood-prone points, of which 25 SWD stretches have been identified in the first phase.


Each flow gauge costs around ₹32,000. “The equipment will be placed in a house nearby. The house-owner will be paid ₹2,000/month towards electricity expenses. Round-the-clock power supply has to be ensured,” he said.

While the mechanism for timely alerts will help, residents in flood-prone areas, who saw their homes damaged in 2016, question whether agencies have a dynamic mechanism to manipulate water flow to prevent floods in real time.

The KSNDMC envisages restoring interconnection between lake systems and flood-gates to manipulate water levels. “Such a measure can help increase the water holding capacity of the city and mitigate flooding to a large extent. We are also recommending digging up recharge wells to ensure we use flood water as a resource to recharge the underground water table,” said Shubha Avinash, scientific officer, hydrology, KSNDMC.

Water conservationist S. Vishwanath said most of the large SWDs are unlikely to overflow. More often than not, inundation occurs when drains are blocked, especially by garbage.

“With a robust weather forecast and flow gauges, the BBMP needs to push as many SWD stretches from red and orange zones into green, which in effect will mitigate floods,” he said.

According to B.S. Prahlad, chief engineer, SWD, BBMP, the annual maintenance of SWDs had already been approved and work will be taken up. “The real-time rain forecast and water level updates will help us be better prepared,” he said, adding the civic body will soon launch a special drive to discourage citizens from dumping garbage in drains.

The Karnataka State Natural Disaster Monitoring Centre (KSNDMC) has set up rain gauges at 10
locations under BBMP limits, which will provide rain-related information every 15 minutes, helping
oicials take precautions

Over the last two days, the Bruhat Bengaluru Mahanagara Palike came under criticism on social
media over flooded roads and clogged drains, especially the water-logged Kadugodi underpass.

On Saturday, BBMP Commissioner N Manjunath Prasad held a meeting with oicials on rain
preparations and enquired about the issues that have cropped up in the last three days due to rain.
KSNDMC oicials said gauges will give immediate information on rain. “We will also get alerts from
sensors installed in 25 stormwater drains to measure water flow. Based on information from rain
gauges and sensors, we will be able to take precautionary measures and issue warnings to the
public to prevent any untoward incident,” the commissioner said. 63 control rooms

There are nine permanent control rooms in the city. In addition to this, 63 new control rooms will
come up in sub-divisions of each zone, where staffers will respond to complaints and immediate measures will be taken during emergencies.

The commissioner asked officials to invite short-term tenders for appointing sta and for
procuring machines and tools necessary for emergency relief in the 63 control rooms. He also
instructed officials to increase the number of teams clearing fallen trees and branches from 21 to
28. Officials in charge of SWD said a silt-removing machine, two trucks to carry the silt and 156 staffers have been put on standby.

“Set up teams to monitor the flow of rainwater on main roads and crossroads in every zone.
Immediate measures should be taken up to fill potholes on all roads. Ensure that there are no
casualties and no property is damaged during the rain,” Manjunath Prasad told officials of Road
and Infrastructure wing of the BBMP.

The commissioner also asked officials to create awareness on the ‘Sidilu’ app developed by the KSNDMC. He suggested that workshops be conducted to spread information among the public.

The city and surrounding regions received a minor reprieve from prolonged dry spell on Saturday with moderate showers lasting nearly 45 minutes.

Though the day began on a sultry note, there was perceptible relief from the heat by late in the noon with cloud formation. What began as a drizzle turned out to be a prolonged shower of moderate intensity.

A weather report issued by the Naganahalli Agriculture Research Station, which releases agro-advisory bulletin for Mysuru and surrounding areas, has forecast light to moderate spell of rain ranging from 2 mm to 7 mm during the next 24 hours. However, the maximum temperature is expected to be around 36 degrees Celsius and conditions of searing heat and humidity will continue.


While the residents of Mysuru city are still grappling under scorching summer heat, parts of the rural hinterland have experienced heavy showers during the last 24 hours.

According to the Karnataka State Natural Disaster Monitoring Centre (KSNDMC), Hanchipura in H.D. Kote taluk received 82.5 mm of rainfall during the last 24 hours. But in rest of the district, rainfall was isolated and scattered.

Water-stressed
The KSNDMC report indicates that the bulk of the region in south-interior Karnataka is water-stressed and against a normal of 52.6 mm of rainfall for the period of January to April, the region received 41.6 mm, which is 21% below normal. Mandya has received 31.2 mm of rainfall against a normal of 41.8 mm and it is 25% below normal while Chamarajanagar has 33.9 mm of rainfall against a normal of 56.6 mm and this is 40% below normal.

On April 18, the heavy rainfall, spanning more than three hours in Bengaluru, Tumakauru and Dodaballapur resulted in the uprooting of trees and killing a motorist after a tree fell on him in Bengaluru according to city corporation- Bruhath Bengaluru Mahanagar Palike(BBMP).

According to reports, two people died in Doddaballapur due to wall collapse after heavy downpour in the district on April 18.

On 17 April Chief Minister of Karnataka, HD Kumaraswamy has directed the officials of BBMP and Bangalore Electricity Supply Company(BESCOM) to be on alert to avoid any mishap from the unexpected rains.

“Bengaluru gets its first summer shower this year, bringing down the higher than normal mercury levels, much to the relief of citizens. Meanwhile, it’s time for the BBMP, BESCOM and other officials to be on alert to avoid any mishap from the unexpected rains,” said Kumaraswamy on Twitter.

According to BESCOM, the rain from the last three days has brought down more than 58 electricity poles, due to the tree branches fell on electric cables and disrupting power supply across Bengaluru. According to the senior BESCOM official, the BESCOM helpline has received more than 17,878 complaints on power outages in the city.

Biker killed as heavy rain lashes city

Branch of a tree fell on him on Outer Ring Road
Heavy rain accompanied by gusty wind and hail lashed several parts of the city on Wednesday, and claimed the life of biker when a heavy branch of a tree fell on him on Outer Ring Road.

The deceased, Kiran, 27, hailed from Kunigal in Tumakuru district. He worked as a courier boy in the city. He was on ORR near Lumbini Garden on his way to Amrutahalli to deliver a parcel in the evening when the incident took place.

He suffered severe head injuries and died on the spot, said a police officer.

Citizens, especially people who depend on two-wheelers for their daily commute, expressed worry over the danger of branch and tree falls during the rainy season.


“It was a relatively young and healthy 10- to 12-year-old Akasha Mallige tree, and its branch had broken because of squall,” said Cholarajappa, DFO, BBMP.

According to Dr. G.S. Srinivasa Reddy, Director, Karnataka State Natural Disaster Monitoring Centre (KSNDMC), the rains were accompanied by high-speed wind that may have crossed 30 kmph.

A total of seven trees fell in Hebbal area alone, in the vicinity of the accident spot.

Mayor Gangambike Mallikarjun said that the civic body had already taken up pruning of dry branches. “The branch that had fallen was not even a dry branch, but a healthy green one. It’s a sad accident,” she said adding that the BBMP will offer compensation to Kiran’s family after the model code of conduct is relaxed.

Traffic was thrown out of gear during evening peak hours due to tree falls and water-logging on many roads.

As many as 19 trees fell at Jayanagar, Nagarabhavi, Queens Road, Bommanahalli, Bannerghatta Road, Arakere, Kammanahalli and other areas. Mr. Cholarajappa said the wreckage was being cleared and it would be Thursday morning before all roads are cleared for traffic.

There was water-logging at Tin Factory junction in K.R. Puram and many junctions in the CBD. Nearly 25 houses were flooded in HBR Layout and in RR Nagar.

Mr. Reddy said that the rains were caused due to soaring mercury levels, which led to the formation of convective clouds over the city. This coupled with strong troughs in south interior Karnataka led to the rains with thunderstorm, hail and squall.

Several areas, including Banaswadi, recorded rainfall of 68 mm while most other areas recorded moderate rainfall in the range of 30-45 mm, according to KSNDMC. The KSNDMC has forecast moderate to heavy rainfall in the city over the next two days.

The rain also hit the plans of people heading out of the city to their home towns for casting votes on Thursday.

Torrential downpour on Wednesday evening gave respite from the sweltering heat but also le
three people dead besides casting a shadow on the turnout for Thursday’s Lok Sabha elections.
The heavy rain, spanning more than two hours coupled with gusty winds in Bengaluru and
adjoining districts, resulted in the uprooting of trees across Bengaluru and surrounding areas.

According to the Karnataka State Natural Disaster Monitoring Centre (KSNDMC), the sudden rain
was attributed to the formation of a trough over the peninsular region due to a cyclonic circulation
over the Bay of Bengal.

According to the forecast, North-South trough and wind discontinuity over Karnataka region will
result in moderate to heavy rainfall in South interior Karnataka for the next two days along with
thunderstorms. Bengaluru Urban and Bengaluru Rural received the highest rainfall.

Meteorologists say a steadily building trough and discontinuity of winds over the peninsula caused
the heavy downpour. East Bengaluru — Banaswadi, Ramamurthy Nagar and Thanisandra —
recorded 70 mm of rain in just two hours. The rain claimed the first victim of the season as a huge
tree near Lumbini Gardens in Nagawara fell on a passing motorist. Hebbal police identified Kiran
(27) as the deceased, a courier for a private firm. Kiran was caught in the sudden showers and
strong winds while returning home. As he was passing under a tree, a branch suddenly fell on his
already breathed his last.
Similarly, heavy rain lashed areas in South and West Bengaluru. Nagarabhavi, Jayanagar, Hampi
Nagar and RR Nagar witnessed more than 25 mm of rainfall. Sudden showers waterlogged lowlying areas in various BBMP zones.

A senior Palike oicial, monitoring the situation in all the zones, said Banaswadi and Ramamurthy
Nagar received the highest rainfall, followed by a few areas in South and West Bengaluru.
“Nineteen trees were uprooted. Over seven electricity poles fell. We have deployed our Prahari
team and other oicials to remove the trees and clear the area for traic,” the oicial said.

According to Bescom engineers, the rain brought down 48 electricity poles. In 57 localities, tree
branches fell on electric cables, disrupting power supply. The helpline received over 4,000
complaints of power outages. “Our engineers and field sta have restored power in many areas,” a
senior oicial said.

A few localities in HBR Layout and Malathahalli witnessed heavy flooding. G S Srinivasa Reddy, of
KSNDMC, said rain and thunderstorms, along with heavy winds, are likely to aect the city for
another couple of days

Karnataka to treat heat wave as natural calamity
The state government has decided to bring ‘heat wave’ incidents under the natural calamity category, a move that will help north Karnataka as the region reels under extreme heat during summer.

The Revenue Department on Monday issued a notification, stating that kin of heat wave victims will be given Rs 4 lakh as compensation. According to sources in the Revenue Department, Karnataka never had the concept of a heat wave unlike adjoining states such as Telangana and Andhra Pradesh. 

But the steady rise in mercury levels in recent years across the north Karnataka region has prompted the department to include heat wave as a natural calamity. “Heat wave incidents are not covered under the SDRF or NDRF. But the state working committee headed by the Chief Secretary has considered the possibility of including heat wave under the natural calamity as it is prevalent across North Karnataka and coastal districts. Hence, the victims of heat wave shall be compensated as per the guidelines of SDRF and NDRF,” the circular said. Confirming the decision, Dr GS Srinivasa Reddy, Director, Karnataka State Natural Disaster Monitoring Cell (KSNDMC), said as per the heat wave action plan 2018, average summer mean maximum temperatures have increased over Karnataka. “Temperature across the Karnataka region has been increasing significantly at 95%. 

Besides, the urban heat island phenomenon will also result in unhealthy heat stress and heat-related mortality rate,” he said. As per sources, Karnataka first witnessed a heat wave-related death during 2015, and since then stray cases have been observed. “As there was no compensation awarded for such deaths, there was no record maintained about the actual number of deaths. But we have been hearing heat wave cases from North Karnataka,” a senior oicial from the revenue department said.
Heat wave is usually experienced between March and June in as many as 14 districts of North Karnataka.
