Barely 10mm of rain could submerge 7 Bengaluru localities

HIGHLIGHTS

As little as 10mm of rain can flood seven of 174 flood-prone localities identified by the State Disaster Monitoring Centre

Lack of space for percolation of rainwater and the poor state of the drainage network are reasons for the situation

BENGALURU: Residents may be praying for early rain to counter the scorching summer heat, but a Karnataka State Disaster Monitoring Centre (KSNDMC) report has identified 174 flood-prone areas in the city. And, as little as 10mm of rain can flood seven of these localities this monsoon.

The report attributes lack of space for percolation of rainwater and the poor state of the drainage network as reasons for the situation. Shubha Avinash, project scientist, hydrology section, KSNDMC, told TOI there were at least seven locations within BBMP limits that are prone to frequent floods and that even 10mm of rain can cause flooding.

"Most of the locations are in the South and Bommanahalli zones. We have updated Bruhat Bengaluru Mahanagara Palike (BBMP) officials so that they can prepare an action plan," she said.

Heavy rain in July last year had caused flooding in southeast Bengaluru, forcing the government to request National Disaster Response Force to send out lifeboats. Following this, the state government ordered a large-scale demolition drive to remove encroachments on drains which was stopped owing to the shortage of surveyors.

Dr G S Srinivasa Reddy, director, KSNDMC, said an old drain network, encroachments and blockage of inlets are the main reasons for flooding in the city. "Bengaluru receives total rainfall of about 900mm annually. During 1940s, only 30% of the rain entered storm water drains as there was space for the rest of the water for percolation and tanks were in a good position to hold water. Today, it is the opposite scenario, thanks to the uncontrolled urbanization and concretization," he said.

Reddy spoke to STOI on the side lines of a workshop on weather monitoring organized jointly by KSNDMC and Karnataka Media Academy.

TIMES VIEW

The Karnataka State Disaster Monitoring Centre's warning about possible flooding in Bengaluru could not have been more stern and more timely. It's now up to all the civic agencies of the city to work speedily to prevent this disaster from unfolding. Bengalureans are weary of dealing with water-logging and traffic gridlocks every time it rains. The regular recurrence of flooding is a sad indictment of the lack of preparedness of the civic authorities in dealing with an old problem. It's time for the officials to pull up their socks and take preemptive measures.

DROUGHT YEARS: KARNATAKA LOOKS TO WEATHER THE STORM WITH ITS OWN FORECAST

Quick question: Which is the driest state in India?

Correct. Rajasthan.

Next question: Which state comes next? Yes. Karnataka.

In the last 16 years, Karnataka has faced drought for 13 years. But in all these years, national reports, drawn from Indian Meteorological Department (IMD) data, have said that monsoon was either normal or above average.

This huge gap between what IMD forecasts for all of India and the actual rains that Karnataka receives has left the state high and dry. The state government has now decided to come up with its own forecast model for South-West monsoon that will address this issue and help farmers who have been hit the hardest due to the many years of drought.

The state government has agreed in principle to a proposal sent by the scientists at the Karnataka State Natural Disaster Monitoring Centre (KSNDMC) for its own forecast for the South-West monsoon. Acknowledging that KSNDMC is working on preparing its own monsoon forecast for Karnataka Dr GS Srinivasa Reddy, Director, KSNDMC, said that they have been in talks with the Bengaluru-based Centre for Mathematical Modelling and Computer Simulation for preparation of weather models that can be adopted for preparing actual forecast of monsoon.
“We have already spoken to the scientists at the Centre for Mathematical Modelling and Computer Simulation. IMD’s forecast is based on scientific model that are created as per international standards. Similarly, we too have to come up with a similar model for assessment of rainfall. As we do not have that expertise, we are in talks with the scientists to come up with a model specifically suiting the climatic and geographic conditions of Karnataka based on which we can come up with our own forecast,” Reddy said.

In fact, the KSNDMC has been working on a project to identify vulnerability taluks that are prone to drought. Based on the historical data coupled with actual findings over the past few decades, the taluks that are prone to drought in the coming days will be identified in the process. The exercise will help the government in prepare for adverse conditions well in advance and thereby minimise the drought effect by taking remedial measures.

Bengaluru has 174 flood-prone areas

Ever wondered why Bengaluru is brought to its knees even with the slightest of showers? It’s because our city has 174 flood-prone areas and seven locations which witness intense floods even with a mere 10 mm of rain.

Dr Shubha Avinash, Scientist (Hydrology), KSNDMC said, “Bengaluru had more than 200 low-lying and flooding-prone areas. However, based on our suggestion of remodelling of slope orientation of SWDs, widening of SWDs, de-silting and other techniques several areas have been dropped from the flood prone area list. Currently, we have 174

Karnataka: Rain on demand - Cloud seeding to rescue?

Bengaluru: With the state having suffered successive droughts over the last two years and the monsoon forecast being dismal this year too, the government has decided to go in for cloud seeding to come to the people's rescue.

Speaking to reporters here on Thursday, Agriculture Minister, Krishna Byregowda said a Detailed Project Report (DPR) was being prepared and a  committee comprising cloud seeding experts and other experts from the Indian Institute of Science and the Karnataka State Natural Disaster Monitoring Centre (KSNDMC) had been formed to oversee the process.

A former director of the Indian Institute of Tropical Meteorology (IITM), a scientific institution working to expand research into the meteorology of the tropics  with special reference to the monsoon meteorology of India, had been roped in as a consultant, he added.

Explaining that scientific data was available to prove that cloud seeding helped accelerate rain, especially during an active monsoon, the minister said besides the cabinet, the programme would have to be  approved by the Director General of Civil Aviation (DGCA) as the aircraft used would be especially modified to carry it out.

"The cost of  cloud seeding may shoot up if  it is done for both North and South Karnataka as two different aircrafts and radars will have to be used,"  he said, disclosing that it would take least two months to do the actual cloud seeding as global tenders would have to be floated to award the  contract for it.

Meanwhile, speaking to the Deccan Chronicle, Mr Srinivasa Reddy, director, KSNDMC, said the committee formed by the government  would meet on April 24 to work out a strategy for the cloud seeding. Although there is much scepticism about the success rate of cloud seeding  world-wide,  it can improve rainfall by at least 20 per cent in his view.

Pointing out that  except for  Bidar, Gulbarga and parts of Uttara Kannada districts, the entire state was affected by drought last year, he insisted that cloud seeding was imperative to save the people from more distress.

Cloud seeding secrets
1 Cloud seeding is a form of weather modification to induce rain.
2  A salt and water solution/silver iodide is used (150 kg salt to 10,000 litres). The solution is placed in containers.
3  An aircraft lifts the containers into the sky. The plane enters the clouds, usually 1,524 to 4,200 m above ground.
4  Crewmen spray the saltwater solution into the clouds.
5  The solution encourages the formation of ice particles. If sufficient the particles becomes heavy enough to fall as rain.
6  Typically, rain falls within 15-20 minutes of cloud seeding.

In the  past

2002 – 03: Cloud seeding was done when S.M. Krishna was chief minister
2012-13: Cloud seeding was again done when Jagadish Shettar was chief minister. But it rained in areas bordering Andhra Pradesh.
In 2014 it was done in Madikeri and was successful. Farmers were agitated as they suffered severe crop loss.
June to October is the best time for cloud seeding
it has a 10 % to 15 % success rate the world over.
 What’s seeding?
Cloud seeding is a form of weather modification, to change either the amount or type of precipitation by dispersing substances into the air that serve as cloud condensation or ice nuclei, and alter the microphysical processes within a cloud. The usual intent is to increase precipitation , but hail and fog suppression are also widely practiced at airports.

Mild tremor felt in parts of Bengaluru, did quarrying activity cause it?

Tremors

None of the observatories recorded the tremor

Tuesday, April 18, 2017

Mild tremors that lasted a few seconds were felt by people living in Rajarajeshwari nagar, Jayanagar, Banshankari and Basaveshwaranagar in Bengaluru at about 8 am on Tuesday.  Residents of the area took to social media stating that they experienced tremors in the morning.

However, officials at Karnataka State Natural Disaster Monitoring Centre (KSNDMC) told TNM that none of the observatories recorded the tremor, possibly because it was less than one Richter scale.

The tremor was suspected to have been caused by some local quarry blasts as it was too local and the observatories could not record it.

Jagdish, a scientist at the KSNDMC said that quarrying in Ramanagara might have caused the tremor and that it was highly unlikely that the effect would be felt across Bengaluru.

“The nearest station is in Magadi Road, but it did not record any tremors possibly because the energy of the quarry blast was felt only in a very short distance.  Another possibility is local crustal re-adjustments, and in such cases, the signal is bound to decay within short distance before they reach the observatories. Only if they travel to larger distances can we calculate the epicentre," Jagdish said.

Speaking to Deccan Herald, Srinivas Reddy of the Disaster Management Centre said, “Our centres did not showing any such tremor. It happens when the magnitude of earthquake is less than one in Richter scale."

"My aunt saw the fridge door move and the wardrobe door close. So they ran out, they also saw some other neighbours also out of the house," Shifa Kouser, a resident of RT Nagar, told The News Minute.

Mild tremors felt in parts of Mandya and Ramanagaram

Several villages in Mandya and Ramanagaram districts experienced mild tremors lasting a few seconds on Tuesday morning. No causality or damage to property was reported from any part of the districts, senior police and revenue officials told The Hindu.

Many people residing in Vivekananda Nagar, Pete Beedhi in Channapatna, Kanakapura, Yalachi Palya, Doddagangavadi and some other areas of Ramanagaram district said they experienced tremors at 7.40 a.m.

According to reports, mild tremors were also experienced between 7.40 a.m. and 7.45 a.m. in Besagarahalli, Valagerahalli and Koppa near Maddur, JPM Layout near Halagur in Malavalli, Alakere near Mandya and some areas near Halagur and Kala Muddana Doddi.

In panic, residents of these areas came out of their houses to the streets, grounds and open spaces for safety.

The tremors and the relatively-widespread area of impact have left the Karnataka State Natural Disaster Monitoring Centre (KSNDMC) flummoxed as Mandya and the outskirts of Bengaluru are not known to have an active shear or fault line.

“We have five earthquake monitoring stations in the area, the nearest being at T.G. Halli and KRS Dam. These instruments have not recorded any activity. We even cross-checked our instruments [which have in the past measured tremor intensities of as low as 1.6 on the Richter Scale] and they are working fine,” said S. Jagadish, scientist, KSNDMC.

He said either a quarry blast or reactivating of dormant faultlines could be the reason for the tremor. “This needs deeper study and we can only speculate now. There is a fault line along Arkavathy and Vrishabhavathy rivers, and these could be re-activated slightly,” he said.

At the start of the month, the movement of a lineament (a small fault in the geological landscape) at Chitradurga-Tumakuru district border had caused a minor earthquake measuring 2 on the Richter Scale.

THREE MAGNITUDES OF SEPARATION ON TUESDAY TREMOR

Two agencies, one state-run, and the other Central, vastly differ on yesterday’s earthquake intensity, casting doubts over their readings’ accuracy

Tuesday’s early morning 3-second tremor, felt in Southern Karnataka districts, has turned into a bone of contention between state-run Karnataka State Natural Disaster Monitoring Centre (KSNDMC) and Centre’s Indian Meteorological Department (IMD).

While KSNDMC said the tremor was ‘so mild’ that even their advanced equipment could not record it, the IMD recorded an earthquake of 3.4 magnitude on the Richter scale its epicentre at 30 Km depth below Ramanagara, just 50 Km southwest of Bengaluru.

The separate seismic measurements by both have raised doubts over their accuracy.

At around 7.35 am on Tuesday residents of Rajarajeshwarinagar, Kengeri, Bengaluru South and East felt the tremor, and some even ran out of their houses in panic.

As panic spread thanks to social media, KSNDMC felt there was no reason to fear, reporting it as only a ‘micro tremor’ that went unnoticed on the Richter scale.

But the IMD recorded an earthquake of 3.4 magnitude with its epicentre at Ramanagara (12.6N, 77.4E), at a depth of 33 km.

Rajarajeshwarinagar resident Joseph Hoover, said, “I felt the tremor when the window glasses began to rattle. I had experienced it in the past and knew it was a quake.

My wife thought it was due to a heavy truck passing by. When I posted the experience on social media, many others joined in with their experiences.” When people
called KSNDMC control room for more information, the centre issued an advisory note, saying, “A micro tremor has been felt in the areas of Channapattana,
Ramanagara, Kanakapura. The strength of the micro tremor as reported may be of a very low magnitude (less than 1.0) due to which the tremor was not recorded by our network.”

But KSNDMC was shocked when IMD website said an earthquake of 3.4 magnitude with epicentre at Ramanagara was recorded.

“I don’t understand how they could arrive at such a huge magnitude when nothing was recorded on our instruments. Our seismic measurement instrument network are installed at 12 locations and five places in Southern Karnataka—TG Halli, KRS, Hemavathi Dam, Harangi Dam and Gundal Dam – are so advanced that none of them have recorded any such tremors,” Dr GS Srinivasa Reddy, director, KSNDMC, told Bangalore Mirror.

A duty officer at IMD observatory on Palace Road in Bengaluru, confirmed recording an earthquake of magnitude of 3.4 at Channapattana in Ramangara district near to Bengaluru.

KSNDMC director Reddy said, “The USA-based United States Geological Survey (USGS) is the pioneer in the world to record tremors of any level and they update such events on every second basis. The Hyderabad-based Indian National Centre for Ocean Information Services (INCOIS) is the second most scientific body and known for its forecast in entire Asia. Neither recorded any tremors; nor did our system. I wonder how IMD could record such a huge magnitude when none of us recorded anything at the same time.”

The KSNDMC uses VSAT-enabled permanent seismic monitoring stations network along with broadband seismic stations—supposedly the advanced instruments to record seismic activities currently. Yet, the panels did not record any tremor.

KSNDMC in its advisory to the government said: “These low magnitude micro tremors, which are less than 1.0, do not cause any damage to life or property although there may be light shaking and cracks formed depending on the mode of local construction and the perception of the local community. As the micro tremors are of low magnitude, there is no need to panic.”

Jagadeesh, scientist with KSNDMC, explained that Karnataka lies between seismic zones 2 and 3 – the safest in seismic safety. “There is no immediate danger or threat following the earthquake because of the seismic zones that the state comes under.”
